Canton Bogie Drop
As part of the Transport for Wales (TfW) Core Valley Lines (CVL) transformation programme, Cairn Cross was appointed to design and construct a new, state-of-the-art bogie drop maintenance facility at Canton Depot, Cardiff.
The facility was developed to service and maintain TfW’s new fleet of FLIRT vehicles, including 11 bi-mode and 24 tri-mode units, supporting the long-term modernisation of rail infrastructure across Wales.
Project Details
Our delivery package included:
Detailed design from Stage C through to Stage G
Supply of depot-wide HV ring main backup generators
Track renewal and realignment, including new S&C, buffer stops and integration of a new Depot Protection System
Construction of the maintenance facility using CFA piles for the main structure and secant piles within the bogie pit for enhanced waterproofing
Erection of the steel frame structure and full building cladding
New drainage systems throughout the facility
In-house design and installation of the complete M&E package
Design and installation of a new welfare modular unit
Replacement of switch panels at Substation 3 to power the new facility and futureproof depot capacity
Installation of new rail crossings, Rosehill crossings, concrete hardstanding areas and car park upgrades to provide appropriate site access
The Challenge
Delivering this flagship facility within a live operational depot environment presented several complex challenges.
Stakeholder & Third-Party Management
The project required close coordination with multiple stakeholders including Network Rail, Transport for Wales Rail, Pullmans, and National Grid Electricity Distribution (NGED). Maintaining alignment across all parties while progressing both design and construction demanded proactive communication and structured collaboration.
Programme Management
External delays beyond our control required agile and responsive programme management. Rather than allowing the critical path to stagnate, we implemented fluid resequencing and adapted the programme on a monthly basis to minimise disruption to depot operations. This transparent and adaptive approach was recognised and praised by the client.
Live Depot Access & Logistics
Canton Depot remained fully operational throughout construction. This required:
Daily access agreements with the Depot Operations team
Development of new safety standards to protect both Cairn Cross personnel and depot staff
Careful management of limited car parking spaces in coordination with site security
Detailed, tightly controlled delivery schedules due to restricted laydown areas
Maintaining safe and efficient operations within these constraints was fundamental to project success.
The Solution
Cairn Cross adopted an open, honest and pragmatic approach to project management, built on collaboration and transparency.
Key strategies included:
Maintaining a dynamic, continuously reviewed programme to protect the critical path
Integrating stakeholder coordination into daily and weekly planning processes
Developing bespoke site access protocols tailored to live depot conditions
Detailed logistics planning to accommodate restricted working and storage areas
Delivering civil, structural, M&E and power infrastructure works through an integrated, in-house approach
By combining technical expertise with adaptive planning, we ensured that operational railway activities could continue safely alongside major construction works.
The Result
The Canton Bogie Drop facility stands as a flagship project for Cairn Cross, showcasing not only engineering capability, but a benchmark approach to collaborative project delivery.
The project has been recognised by Transport for Wales as an example of best practice in programme transparency and stakeholder management. Our methodologies have since been referenced across other CVL packages as a new standard of “what good looks like,” encouraging contractors to maintain open, honest and fluid critical path management.
The completed facility now plays a vital role in maintaining TfW’s modern FLIRT fleet, supporting the long-term resilience and performance of rail services across Wales.
